I understand this isn't an option for some due to financial constraints but if you are going to college, a laptop really is a necessity. As for the outdated software/hardware combo - the school should address this and the CIO/CTO should be aware. If he isn't planning on doing anything about it than their is a problem and somoene should lose their job over it.
